Business Challenges
When construction services departments of energy and utilities companies are faced with emergencies that require construction permits, they must file with a government agency, such as a state or local Department of Transportation, to request an embargo. Processing time is critical with these emergency work permits, as many government agencies assign a 24 hour life to the permit. For energy and utilities companies that manually request these permits, time is lost both requesting the permitting and waiting for a response from the permitting agency.
The Solution
TriTek Solutions developed an Embargo solution to help automate embargo requests and response processes at energy and utilities companies. This solution is part of the Utilities Solution Suite, a comprehensive enterprise content management and business process management solution leveraging the IBM FileNet P8 platform. The Embargo component of the suite includes a requester portlet and backend integration with the government agency responsible for granting emergency work permits.
Once an embargo is entered through the system, it is checked against existing embargos for duplicates, preventing processing delays and unnecessary costs. The permit request information entered through the Embargo portlet is transferred to the permitting agency, where the request is reviewed and a response is generated. After the information is transferred from the agency to the energy and utilities company, a crew is dispatched to begin the work associated with the embargo.
Exception handling within the system enables users to correct problems with the embargos and resubmit requests. In addition, reporting is supplied to determine which business areas are requesting the most embargos, so corrective action can be taken.
Value Proposition
As a result of the Embargo solution, energy and utilities companies can significantly reduce the time required to request and process emergency permits. One major US-based energy company reduced the processing time from 45 minutes to between 1 and 5 minutes. In addition, companies have greater control over the entire permit process, since the status of all permits is easily tracked.
